==== Police reform ==== Newsom has spoken in favor of Assembly Bill 1196, which would ban carotid artery restraints and choke holds in California. He said that there is no longer a place for a policing tactic "that literally is designed to stop people's blood from flowing into their brain, that has no place any longer in 21st-century practices". Newsom has signed the California Act to Save Lives and California Racial Justice Act of 2020. In September 2021, he signed legislation raising the minimum age to become a police officer from 18 to 21. Also in the bills were restrictions on the use of tear gas and a ban on police departments employing officers after misconduct or crimes. Among the bills was the George Floyd Bill, requiring officers to intervene when witnessing excessive force on the part of another officer. Newsom vetoed Assembly Bill 2681 which sought to restrict autonomous weapons citing "beneficial law enforcement use of such devices". Newsom vetoed Assembly Bill 2632, which sought to limit solitary confinement. In October 2024, Newsom vetoed Assembly Bill 2693, which sought to extend the statute of limitations for those sexually abused in juvenille facilities. In 2025, Newsom vetoed Senate Bill 274, which would have expanded the rules and regulations on law enforcement agencies, in California, use of automated license plate readers. In his veto message, he stated the proposed regulations, which would have required police to better document their searches and delete unused data within 60 days, could hinder police work.

MIP family proteins are believed to form aqueous pores that selectively allow passive transport of their solute(s) across the membrane with minimal apparent recognition. Aquaporins selectively transport glycerol as well as water while glycerol facilitators selectively transport glycerol but not water. Some aquaporins can transport NH3 and CO2. Glycerol facilitators function as solute nonspecific channels, and may transport glycerol, dihydroxyacetone, propanediol, urea and other small neutral molecules in physiologically important processes. Mirzayanov was arrested on 22 October 1992 and sent to Lefortovo prison for divulging state secrets. He was released later because "not one of the formulas or names of poisonous substances in the Moscow News article was new to the Soviet press, nor were locations ... of testing sites revealed." According to Yevgenia Albats, "the real state secret revealed by Fyodorov and Mirzayanov was that generals had lied—and were still lying—to both the international community and their fellow citizens." Mirzayanov now lives in the U.S. Further disclosures followed when Vladimir Uglev, one of Russia's leading binary weapons scientists, revealed the existence of A-232/Novichok-5 in an interview with the magazine Novoye Vremya in early 1994. In his 1998 interview with David E. Hoffman for The Washington Post the chemist claimed that he helped invent the A-232 agent, that it was more frostproof, and confirmed that a binary version has been developed from it. Uglev revealed more details in 2018, following the poisoning of the Skripals, stating that "several hundred" compounds were synthesised during the Foliant research but only four agents were weaponised (presumably the Novichok-5, −7, −8 and −9 mentioned by other sources): the first three were liquids and only the last, which was not developed until 1980, could be made into a powder. ==== United Kingdom ==== On October 18, 2012, the Advisory Council on the Misuse of Drugs in the United Kingdom released a report about methoxetamine, saying that the "harms of methoxetamine are commensurate with Class B of the Misuse of Drugs Act (1971)". The report went on to suggest that all analogues of MXE should also become class B drugs and suggested a catch-all clause covering both existing and unresearched arylcyclohexylamines, including 3-MeO-PCP.
==== Increasing resistant starch intake ==== Resistant starch is a type of non-digestible, fermentable fiber resistant to amylase digestion in the small intestine. It is broken down to short-chain fatty acids by microflora in the large intestine. It is commonly found in cooked and cooled potatoes, green bananas, beans and legumes. The short chain fatty acids can lead to further oxidation of fat and a higher energy expenditure. Resistant starch dilutes energy density of food intake, maintains a bulking effect similar to non-fermentable fiber, and increases the expression of gut hormones PYY and GLP-1. The increase in gut hormone expression affects neuronal pathways in the brain that contribute to long-term energy balance and improved overall health of the intestines.
